In 1969, the Texas Legislature authorized an upper-level university accepting only junior, senior and master's degree graduate students as part of an experiment in upper-level education in Odessa, Texas. Construction plans began soon after; however, a series of delays - including a lawsuit challenging the validity of the University's property deeds - halted all work.
All Federal Government agency sponsored proposals and State and Local Government sponsored proposals should be routed through the OSPR as should be proposals made to national organizations. All other classifications would normally go through Development, but there is some overlap and the two offices do cooperate and work together.

The University of Texas of the Permian Basin makes library workstations available to students, faculty, and staff, and sometimes the general public in order to provide access to electronic library collections and other information resources for the purpose of supporting learning and research.
The library has wireless internet access in all areas available to students, faculty, and staff.
The University of Texas of the Permian Basin (UTPB) promotes and supports the use of the Internet and Internet applications to inform the global community about the services and operation of UTPB and to provide support to university personnel in the administration of programs.
The Medical Service Plan is the result of an agreement between UTPB and Medical Center Health System in Odessa. Emergency room treatment and ambulance fees are not covered by the Medical Service Plan. This program is funded through the Medical Service Fee paid at registration. The medical service plan does not cover online only students or dual credit.
Student organizations create opportunities for students to get to know their classmates and faculty outside of the classroom. UTPB has about 50 student organizations, and the numbers continue to grow!
The University of Texas of the Permian Basin is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award bachelor's and master's degrees.
