The Master of Education in School Counseling Program at Frostburg State University is committed to educating students in three broad areas: Knowledge, Skills and Personal Awareness. Students become certified to work as school counselors at the elementary, middle and secondary levels.


  • The School Counseling Program is accredited by the Maryland State Department of Education.
  • The program is designed in accordance with the CACREP Standards for School Counseling.
  • Students complete 500 hours of internship.
  • Full or part-time study options are available for all coursework semesters. Semesters of internship will require full-time commitment.

    The IELTS – or the International English Language Test System – tests your English-language abilities (writing, listening, speaking, and reading) on a scale of 1.00–9.00. Academic Requirements

You need the following GPA score:

Applicants for graduate programs must have the equivalent of a bachelor’s degree with a minimum GPA equivalent to 3 on a US 4.0 grading scale. Admitted applicants typically have an undergraduate GPA of or better on a 4.0 scale. No exam grade should be lower than 4.5 (European grade scale) or D (American grade scale).

Your GPA (Grade Point Average) is calculated using the grades that you received in each course, and is determined by the points assigned to each grade (e.g. for the US grading scale from A-F).

  • Applicants must provide three reference letters or letter of reference forms, two of whom must be previous work supervisors or academic references, or someone who will be able to respond to questions concerning the candidate’s suitability for graduate study in school counseling.
  • Applicants will provide a typewritten statement that will answer questions about themselves. These questions will be supplied by the Office of Graduate Services as part of the application for graduate study.
  • Applicants are required to have a pre-admission interview with the graduate program coordinator.

Work Experience

Applicants must provide documentation of experience working with children and/or adolescents through paid employment, extensive volunteer work and/or internship.
