Foreign applicants must take the Test of English as a Foreign Language (TOEFL). In lieu of the TOEFL or IELTS exams, students can enroll in Delaware State University’s English Language Institute (ELI).

International applicants must provide WES or ECE evaluated transcripts 60 days prior to enrollment noting completion of the baccalaureate degree.
