The Master of Public Policy (MPP) from Hertie School Berlin It is ideal if you want to understand and get involved in public affairs, learn analytical and managerial skills and promote good policies in all sectors.
Specialise in policy analysis or management and organisation
Gain a strong interdisciplinary foundation with courses in economics, political science, statistics, public management and law. In a project course usually taught together with a public policy institution, students tackle a real-world project.
MPP students choose between two concentrations:
Policy analysis – focus on analytical methods and tools used to tackle modern governance challenges, such as statistics, econometrics or behavioural economics.
- Management and organisation – focus on strategy, public management and organisational design.
Students also select courses from a wide portfolio of electives to deepen their expertise in a policy field. These courses will give you the knowledge, concepts and tools you need to write your master’s thesis on a concrete policy problem in your fourth semester.
Get a head start on your career
Career development and practical training are integrated into the MPP curriculum. In addition to taking a project course and two skills trainings to develop your soft competencies, you will also complete a summer internship between your first and second year of study. Those who would like to delve more deeply into a work environment can apply to complete a Professional Year. To help you meet future employers, the school has established relationships with a range of institutions such as ministries, international companies and NGOs.

Dual-degree programmes
Want to gain even more international experience? Spend one year at the Hertie School in Berlin and one year at a world-renowned partner institution. At the end of the two-year programme, graduate with a degree from each university and get a foot in the door in two countries. Academic requirements
We understand that you are more than your grades and scores, and that grading systems are different around the world – even within the same university. We evaluate applicants holistically. That's why we don't indicate a minimum GPA for admission, nor do we require the GRE/GMAT (you may choose to submit your scores if you think they will boost your application). We do of course consider the strength of your academic records, which is weighted with 40% in our admissions process, alongside personal suitability (40%) and your letter of motivation (20%).

General requirements
Please upload the required documents to the online application portal:
- Current CV indicating your academic background, work experience, voluntary activities. Please do not include a photo in your CV.
- Letter of motivation (500-900 words) explaining your specific interest in the study programme.
- Copies of official academic transcripts of all attended universities. Every transcript must include a transcript key (an explanation of the grading system). If not in English, we require a certified translation into English.
- Two letters of reference. If you completed your last degree in 2020 or later, you must submit two academic letters. If you completed your last degree in 2018/2019, you can replace one academic letter with a professional one. Graduates from 2017 or earlier can provide two professional letters.
- Copy of English proficiency certificate by 1 June 2022 (for non-native speakers who did not complete their entire undergraduate degree in English).
Work experience
Work experience is not required for admission but can boost your application. In additional to full-time work experience, we also consider internships, volunteering, civic engagement and other extracurricular activities for an applicant's personal suitability to join the MPP programme.

Living costs for Berlin
The living costs include the total expenses per month, covering accommodation, public transportation, utilities (electricity, internet), books and groceries.
Funding
The Hertie School is committed to attracting the best students from around the world. To achieve this goal we provide financial support to students in the form of full and partial scholarships. Currently about 50% of our students receive funding directly from the school. Most students rely on a mixture of tuition waivers, external scholarships, personal savings, support from family members, loans and student jobs to finance their studies.
If you wish to apply for financial assistance, we encourage you to apply by the priority deadline on 1 February. Students can also receive a tuition reduction if they apply by our early-bird deadline of 30 November.
