a corresponding post-secondary level vocational qualification (opistoasteen tutkinto), awarded by a vocational college in Finland (e.g. sairaanhoitaja qualification that was begun before the year 2000, prior to the change in the educational system in Finland) or

a corresponding degree awarded by a higher education institution outside Finland, and

at least two years of work experience in the relevant field after completing the higher education degree.
