Non-Japanese nationals who meet one of the following qualifications by the end of March 2010 are eligible for application:
· To have graduated from a university
· To have been awarded a bachelors degree by the National Institution for Academic Degrees and University Evaluation (NIAD-UE)
· To have completed 16 years of schooling overseas
· To have completed a postsecondary course of a specialized training college admitted by MEXT
· To have been recognized by the Graduate School of Kitami Institute of Technology, through eligibility judgment, as having equal to higher academic ability than those who have graduated from a university or college, and to be at least 22 years of age
