HQU was established in Quanzhou, Fujian Province, with the approval of former Chinese Premier Zhou Enlai in 1960. The first president was Liao Chengzhi, one of the state leaders. The university was once closed in 1970 and rehabilitated in 1978. In 1983, HQU was listed as one of China's Prioritized Fostered Universities by Chinese Central Government.
HQU has 25,700 full-time undergraduates and 4,338 graduates, among which 6,140 are students from Hong Kong, Macao and Taiwan and over 80 countries and regions. HQU is one of the universities that recruit the largest number of overseas students in China. It currently houses 26 colleges with 90 departments and centers, among which 11 are national first-class undergraduate programs, 9 are provincial first-class undergraduate programs and 16 have achieved international and domestic profession certifications.
HQU attaches great importance to academic research and reinforces its capabilities of scientific and technological innovation and cultural innovation. It is one of the universities in Fujian province that enjoy the most projects supported by National Natural Science Foundation and National Social Science Foundation every year. The university has also won the National Science and Technology Progress Award and published academic papers in Nature, China Social Science and other journals.

HQU has two campuses in Quanzhou and Xiamen respectively, covering an area of 2,147,800 square meters, among which are 1,073,000 square meters of built-area. Books and materials in the university amount to more than 4,965,000 copies.
It is cheap and has many scholarships available for international students, the education is good as well
