The Institute of Health Policy, Management and Evaluation (IHPME) is training Canada’s future health leaders and researchers through its outstanding Health Policy, Management and Evaluation program at University of Toronto.


Master of Science (MSc) in Health Policy, Management and Evaluation concen​trations:

  • Clinical Epidemiology and Health Care Research
  • Health Services Research
  • Quality Improvement and Patient Safety​
  • System Leadership and Innovation

​Multidisciplinary collaborative specializations with other University of Toronto graduate departments allow further specialization. The MSc program at University of Toronto can be taken on a full-time or part-time basis.

Programme Structure

Two options are available:

  • Thesis option comprising 3.0 full-course equivalents (FCEs) and a thesis.

  • Coursework-only option comprising 5.0 FCEs, including completion of at least one research practicum.

General requirements

  • Applicants are admitted under the General Regulations of the School of Graduate Studies. Applicants must also satisfy IHPME's additional admission requirements stated below.

  • Applicants require an overall B+ average or higher in the last two years of an appropriate bachelor's degree from a recognized university. For applicants to this concentration, a degree in a health profession (e.g., MD, BScN, BScOT, BScPT, DDM, MScN) from a recognized university with a B+ average in the final two years is required.
