The EUI was born out of an atmosphere of cooperation, with notable advocacy for a European institute at the Hague Conference in 1948 and the European Cultural Conference the following year.
Other priorities persisted however until the 1955 Messina Conference; a series of constructive talks responding to the widening of Europe.A subsequent agreement in 1984 between the European Commission and the European University Institute (EUI) laid the groundwork for establishing the Archives in Florence, and the HAEU opened its doors to researchers and the public in 1986.

However, the EU model experiences times of unparalleled challenge, deep tensions prevail and it is timely to reconsider some of the complex and pressing questions that arise on economic, legal, political and social integration and the way in which these interact.
