Driven by our three-pronged approach of context, analysis, and practice, the Fels Executive MPA program delivers a versatile and robust skillset, specialized knowledge, and practical experience—which can be applied immediately to achieve your goals. In year one, students focus on completing the core requirements in preparation for electives in year two. Practical, real-world experiences are woven throughout core and elective coursework. Fels students also enhance their expertise through the University of Pennsylvania’s 12 world-class graduate schools.

The IELTS – or the International English Language Test System – tests your English-language abilities (writing, listening, speaking, and reading) on a scale of 1.00–9.00. The TOEFL – or Test OF English as a Foreign Language – offers a paper-based test (PBT). The final, overall PBT score ranges between 310 and 677, and is based on an average taken from the three test components (listening, structure, and reading). The writing part of this test is scored separately on a scale of 0-6. Read more about TOEFL (PBT).
Minimum required score:
The TOEFL – or Test Of English as a Foreign Language – offers an internet-based test (iBT). The final, overall iBT score ranges between 0 and 120, and includes a scaled average from the four components (reading, listening, speaking, and writing). Read more about TOEFL (iBT).
*Applicants with over 7 years of work experience are not required to submit a standardized test score. All others are required to submit scores from either the GRE or LSAT exam.
Please note that all applicants who wish to be considered for the merit-based scholarships from Fels are required to submit standardized test scores regardless of their work experience. International applicants are also required to submit standardized test scores with no exceptions.
The living costs include the total expenses per month, covering accommodation, public transportation, utilities (electricity, internet), books and groceries.
Executive MPA students are eligible for merit-based scholarships. Students who would like to be considered for merit-based scholarships are required to submit standardized test scores as a part of their application materials. All Executive MPA applicants should indicate if their employer provides tuition assistance. Penn employees and others who receive significant employer assistance are not eligible for scholarships.
Executive applicants are eligible for federal loans as long as they matriculate in two classes during two academic semesters in a single year. Enrollment in one class during the academic year will result in a withdrawal of federal loans.
