The University of Toledo is the only university in northwest Ohio to offer a graduate program in educational research and measurement. Our program is ranked in the top 20 in the nation by Top Masters in Education. 


Our students develop expertise in the design, execution and interpretation of applied research — both quantitative and qualitative — and a deep understanding of the theoretical foundations of research and measurement. 

The master’s and Ph.D. programs are not intended solely for educators, although the programs are housed in the Judith Herb College of Education. The knowledge and skills our students gain are applicable to assessment in any field of study. 

Educational Research and Measurement graduate degree highlights

  • Cutting-edge curriculum. The RESM program teaches the latest methods and practices in research and measurement from both academia and industry. RESM faculty collaborate with both teacher education and educational administration program faculty. Students have opportunities to apply knowledge in global contexts.   
  • Certificate option. Students in the master’s degree and doctoral programs may complete the course work for the educational assessment specialist certificate as part of their graduate course work. Students in the online post-baccalaureate certificate program complete an internship and learn the assessment, research and measurement skills to make data-informed decisions. 
  • Flexibility. Working professionals benefit from the convenience of courses offered in myriad formats: on-campus (evening classes), online (access at your convenience) and blended (online and on-campus).

  • Four-year Bachelor’s Degree from a regionally accredited college or university
  • The GMAT is only required for applicants with a GPA below 2.7 or applicants seeking Graduate Assistantship opportunities. Applicants with a GPA below 2.7 can be considered for a waiver at the discretion of the Associate Dean.
  • The College of Graduate Studies requires official transcripts from all universities/colleges you are currently attending or have attended. Official transcripts are those sent directly from the institution to the College of Graduate Studies. Transcripts not received directly from the institution will be considered unofficial. For application review purposes only, copies of  official transcripts can be considered.
